External deps: update poppler

Hi, 

poppler has just released 0.5.9 version. This version has changed the
API in the glib bindings and a lot of important bugs have been fixed.
Evince now depends on this new version, so I suggest to update both the
minimum and required version of poppler to 0.5.9 for GNOME 2.20.

Yes, it's called optional external dependencies.  I know this is
frustrating for you, and I apologize for that.  Thanks for being
patient.  Hopefully PolicyKit shapes up quickly for 2.22 and does
everything you want.

We should probably delegate upgrades of versions of existing external
dependencies to the BuildBrigade.  Thoughts?

As of a little while ago, Damien had agreed to upload recent opal and
pwlib tarballs to ftp.gnome.org (see
http://ftp.gnome.org/pub/GNOME/sources/opal/2.2/ and
http://ftp.gnome.org/pub/GNOME/sources/pwlib/1.10/).  That works a lot
better than sourceforge for us.  So the 'latest' packages for us are
actually earlier than that.

We need to either get updated pwlib/opal tarballs, or downgrade ekiga
temporarily.  Actually, I think I switched jhbuild to just build ekiga
from tarballs precisely due to this super-strict pwlib  opal version
dependency issue.  Maybe that should just be reflected in the wiki,
with the understanding that it can and will update quite often?
