Bump vala requirement

Hi,

rygel needs valac 0.11.6 since it fixes a codegen bug which leads to a
crash in one of our plugins.

Note that this release deprecates the string.to_foo() methods thus will
break all projects building with --fatal-warnings.

   IIRC, micro version could be bumped without notification/request(?).

Yes, but since that version does some deprecation on rather often used
functions I thought it would be nice to give a warning beforehand.
