There are still plans to update the message header recipient list along the lines of https://bugzilla.mozilla.org/attachment.cgi?id=9243994&action=edit I'm not aware of an open bug for this specifically. Bug 1752532 is introducing new multi-selection widgets that we plan on using for the recipients list (specifically, the "grouped list" widget). I'm changing the title to distinguish this from bug 1698140 (this is for PDF attachments that should be opened internally in Thunderbird, and the other bug is for PDF attachments being treated as a HTML when they are opened externally).
