My proposal is to prefer https but allow http.
To make it more transparent for users show a addressbar and mark https 
connections green like the chrome browser.
Or any other way.
Main target should be that the whole process is comprehensible for users.

Bug description:
  When I click on "Facebook" in online accounts, it starts to load the
  page inside the System Settings window.  Then, no matter if my default
  browser is set to Chromium or Firefox, it opens in an external browser
  window.  I log in, it says "success" but the System Settings window
  does not recognize this and I am unable to complete the account setup.
  This works for other online accounts, but not Facebook.

Ok this single problem is solved. But I think not the general one.
What's happen when the next Service or Authentication System  have a change?
At the moment the user get only a blank web page with the title "Success" and 
have no idea what’s going wrong or what's to do.

Can confirm. Workaround of Post #4 working.
But as I wrote in Bug #1132030. For this kind of problem signon-ui must be able 
to catch the failure and show the user that the service try to redirect them to 
a non secure URL. Perhaps with a exeption request.
Only to open a web page with a Securtiy Warning Message which isn't 
understandable is not enough.
I know.. This is a failure of Facebook but it wasn't the first and will be also 
not last time where that happen.

  I suppose these are the same symptoms as bug #1132030. Don't know
  about the cause though - a lot of refactoring seems to have happened
  since then.

  My FB authentication token has expired. Now, at a regular interval,
  UOA is opening a webpage
  (https://www.facebook.com/connect/blank.html#_=_) in Firefox. It says

  "Success
  SECURITY WARNING: Please treat the URL above as you would your password and 
do not share it with anyone.)"

  The issue is also reproducable when attempting to add a new Facebook
  account.

  1. Open Online Accounts
  2. Click "Add account…"
  3. Select "Facebook"
  4. Observe that a window opens in the external browser, as above
