Ran system-config-printer 1.3.12 on fresh install of Lubuntu 13.04 amd64. system-config-printer dialog says Printing service not available. Start the service on this computer or connect to another server. Pressing connect brings up a dialog box saying CUPS server: localhost. Pressing connect here yields no joy. Running sudo start cups fixes the problem and clicking Connect gives joy. Afterwards, opening system-config-printer does not show the problem message any more.
