Status in “oxygencursors” package in Ubuntu:

Bug description:
  It seems Ubuntu (Kubuntu 12.04 here, KDE SC 4.9) uses a set of rather
  antiquated cursors. The oxygen-cursor-theme & oxygen-cursor-theme-
  extra packages are version 2010-05-10-kde4.4.3 while the current
  oxygen cursors according to Debian Sid are at least 2012-06-kde4.8.2

  The K/ubuntu version of the oxygen cursors doesn't use different sizes
  but since KDE SC 4.8 it is possible to choose different cursor sizes
  if the theme contains different sizes. The current oxygen cursors are
  available in size 24  and 48, but not the Kubuntu ones. In Kubuntu the
  size chooser is greyed out whereas it works in Debian Sid with the
  current oxygen cursor package.

  I am not sure but I guess this reported (and presumably invalid) bug also has 
its cause in the antiquated cursor package of K/ubuntu:

right or bottom left resize handle (firefox, pidgin, avidemux)

  comfortable window resizing, and resize handles are not available in

  result is that I get a lot of "misses" when I try to drag a window
  border, which usually results in my clicking on the wrong window
  altogether. The best fix for this usability bug is to create an
  "invisible" region around each non-maximized window about 4px thick
  that can be used for resizing (in addition to the visible border). Or
  perhaps there should be a border thickness option on the System >
  Preferences > Windows dialog (although the default thickness should
  still be increased considerably). Ideally all windows would also have
  a resize handle but I realize that these have to be application
  controlled (at least that seems to be the position of the metacity
  team).
