This is Gnome bug I presume that manifests mostly on Ubuntu (clash with
Canonical's tweaks) with some HDMI monitors (mostly Lenovo). The same
monitors work as intended under Windows.

My bet is they send some message back to the computer when they change
power state after requested to go to full power save. That in exchange
wakes up the system, which ten keeps the screen blank, but backlight
don't go off; they don't go off on both screens. If I turn off my Lenovo
with switch, the laptop screen finally turns off after some time, but
not always.

  Recently upgraded to Ubuntu 22.04, and it seems like the power-saving
  feature in Gnome 42 does not actually turn off the screen(s) after X
  minutes, but just blanks them. When I manually run `xset dpms force
  off`, they do properly turn off and go to powersave mode.

The problem persists with 23.04 and now with 23.10 as well from what I
see. The only difference is that if I turn off the HDMI screen, the
notebook screen can disable backlight over time.

I confirm freeze on workspace switch with two screens, main being the
external one. In my case it's Ubuntu 23.04, there were no such problems
with 22.04. The "upgrade" solve some other issues, mostly with screen
energy saving, but now this annoying one happens.

Interesting thing is that I've reinstalled Kubuntu recently, then added
Wayland. Plasma on Wayland seem to disable screens correctly.

I've installed `ubuntu-desktop` and switch again to Gnome... and screens
remain backlighted. This time I haven't added any extensions.

Maybe some studies how Plasma deals with that would help solve this
annoying issue?

  My Screen Blank setting is set to 15 minutes. My Lock Screen settings
  are also set to automatically lock the system after the blank screen
  timeout is reached.

  After 15 minutes Ubuntu does lock me out, but the monitor does not

The wake-up from sleep is around 11:26. There's a lot of stuff before,
so maybe you can find something.

I've added the flag to the environment, but from what I see the
backlight remains on (it's sunny day, so hard to spot, but shading
screen seem to show lights in corners).
