This problem still exists in 14.04.2 LTS, and can still be resolved by the fix in the original comment.

The daemon is however started and uploading/downloading. After the daemon is restarted everything works correctly. The 'start on' condition (in /etc/init/transmission-daemon.conf) currently reads as follows: start on (filesystem and net-device-up IFACE=lo) i.e. start after both the filesystem and loopback adapter are available. The transmission-daemon binds to 0.0.0.0:9091 on start up in order to listen for remote procedure calls and as such should wait for an adapter other than the loopback adapter to be available. The line should read as follows: start on (filesystem and net-device-up IFACE!=lo) PS At least I think that's what's going on (and this change has resolved my problem)...
