So I emailed the maintainer and in the updated version of the package
this problem was resolved.

His advice is 'that the files should be consistently old or consistently
new.'

  Using this mwe:

  \documentclass{report}
  \usepackage{roboto}
  \begin{document}
  Hello World!
  \end{document}

  Only a document gets created using pdflatex but not with lua- or
  xelatex. latex starts looking for (among others) these fonts:

  Roboto-RegularItalic
  RobotoCondensed-RegularItalic

  Which fails because neither of these (and possibly others) aren't
  packaged with Ubuntu under that name, but as e.g. `Roboto-Italic`,
  which seems like the proper naming convention.

  I mean, if you look on Google's Roboto font site
  https://fonts.google.com/specimen/Roboto?selection.family=Roboto
  there is mention of a Regular Italic but the zip file you can download 
packages it as Italic (sans Regular).

  So shouldn't latex (roboto.sty) be looking for `Roboto-Italic` and
  `RobotoCondensed-Italic`?
