To summ up all information:

Issue-1: change button is active by default when it should only work
once the infos are entered

Issue-2:  User promted to enter password and can proceed successfully without 
entering password. See steps below:
1. Navigate to the System Settings
2. Choose User Accounts
3. Click on Password field to change user password (without unlocking)
4. Enter correctly old password and New password (make sure you know it and can 
remember for later use) and Confirmation for new password and click Change 
button again
!!!On the next step your password will be changed to the new one entered abowe
5. When asked for password click cancel and do not enter your current password
Actual result:
5. User was asked for password, but proceed successfully without entering 
password

  Reproducible in VM and on real machine

  Steps to reproduce:
  1. Navigate to the System Settings
  2. Choose User Accounts
  3. Click on Password field to change user password (without Unlocking)
  4. Enter correctly old password and New password and Confirmation for new 
password

  Actual result:
  3. Change button is available when nothing entered for old and new password 
fields
  4. Change button is inactive (not clickable) - see screenshot attached

  Expected result:
  3. Change button should not be available when nothing entered for old and 
new password fields
  4. Change button should be available and when clicked then user password 
should be changed

  About Unlocking:
  User do not need to unlock dialog when s/he wants to change his/her own 
password. When user wants to change password for another user - only then s/he 
need to Unlock dialog
  It is implemented so and works as expected

  About asking user password when s/he wants to change his/her own password:
  When user wants to change his/her own password, then there is no sence to ask 
user to enter his/her password to perform password changing operation, because 
user has already entered it for old password field

Unity panel icon for Rhythmbox issue

Steps to reprodcue:
1. Open any audio file in Rhythmbox   Rhythmbox icon will be shown on unity 
panel
2. Right click Rhythmbox icon on unity panel and click any of Play Pause 
Next Previous if you unsure - see screnshot attached
3. Right click Rhythmbox icon on unity panel and click Quit

Actual result:
2. Nothing happens i.e. Play Pause Next Previous are not working
3. Window closed but aplication is not, you can still hear the audio

Expected result:
2. Play Pause Next Previous should work
3. Application closed, not only window closed

Finaly - it is not my bad!!!
Bug exists - user do not need to unlock this page firs - see steps below:
1. Navigate to the System Settings
2. Choose User Accounts
3. Click on Password field to change user password (without unlocking)
4. Click Change button  user prompted to enter password
5. Enter correctly old password and New password and Confirmation for new 
password and click Change button again 

Actual result:
4. Change button is available when nothing entered for old and new password 
fields
5. Button is working and password changed

Expected result:
4.  Button should not be available - it is a separate bug, because after you 
start typing this button will turn unavailable until passwords correct.
5. Now it works as expected, but only if on step 4 Change button clicked. 
When you start typing without clicking Change button first then this button 
will never get available

Found one more problem here, see below
1. Navigate to the System Settings
2. Choose User Accounts
3. Click on Password field to change user password (without unlocking)
4. Click Change button  user prompted to enter password
5. Enter correctly old password and New password (make sure you know it and can 
remember for later use) and Confirmation for new password and click Change 
button again
!!!On the next step your password will be changed to the new one entered 
abowe!!!
6. When asked for password click cancel and do not enter your current password

Actual result:
6. User was asked for password, but proceed successfully without entering 
password at all

I have english and russian languages installed on my system and two user 
accounts. I want to change language (from russian to english), user specific 
settings (not system wide), for one of users.
I tryed to change language in user settings(clic on panel my name-button, then 
users), here in my account setting I change language from russian to english, 
but after logout/login and even restart nothing change. When I go to my account 
preferences again the russian language still selected.
Then I tried System Settings  Language Settings  Language. In the list of all 
the available interface languages I arranged languages as needed by dragging 
and dropping them. Then log out and back in and nothing happened again. If I go 
to System Settings  Language Settings  Language again the list of all the 
available interface languages is rearranged as were before changing(russian is 
still above others). When I start language-selector from terminal and do the 
same it say`s next:

I tried apply changes system wild, then I asked for my password, but
nothing changed at all. I tryed to change language settings(both user
specific and system wild) from another(administrator) account, but
apport crush report appeared and nothing changed after restart.

  playthrough.  On the second playthrough, the sound cuts out at 12
  seconds in.  (To test, I used elf-land.ogg and
  legends_of_the_north.ogg from wesnoth).  The audio file appears to
  continue playing, but no sound eminates.  If you pause, the song jumps
  to the end.  If you unpause at this point, the song appears to jump
  back to the point at which it was stopped, but there is still no audio
  output.  If you seek at this point, the song cuts out 12 seconds after
  the point at which playback was started (so if you start at 0:28, the
  music will cut out at 0:40).  I have also observed the sound

Yes, I have the same problem on Ubuntu 12.04 i386 desktop.
The same bug appears on 
http://ftp.gnome.org/pub/GNOME/misc/promo-cd/GNOME-3.4.iso system based on 
fedora 17, so it seems to be totem bug(not ubuntu).
