Runnig Gimp using flatpak fixes this problem. So most likely the problem is some dependency related with Gimp. Personally I 've been using the open source drivers and I'm surprised of how good they are. All my games run at the same FPS than catalyst. I've fixed it downgrading the kernel as described in phoronix. Ok this made the trick for me. Usually, when you install any new browser these values are overriden, and you have to set them again.
