When the X server starts, there is a signal on both monitors. But when the monitor on DisplayPort is switched off, then back on, the monitor no longer detects signal. However, the monitor is detected: dm and GNOME react to the new monitor and it appears in xrandr output. The signal comes back after restarting the X server. This makes me think it is a software problem, or at least it could be solved in software.
