I added gnome-screensaver to the startup programs ; this solved the
problem. But it should be done by default.

Status in “gnome-screensaver” package in Ubuntu:
  Confirmed

Bug description:
  The screen does not lock even though
  - the lock switch is activated in the brightness and locking screen
  - lock screen after is set to screen turns off
  - and ask for my password... is checked

  This problem can be fixed by :
  - activating manually the lock screen once (ctrl + alt + L)
  - or typing nohup gnome-screensaver  in a terminal

  so I think the problem is that gnome-screensaver does not start
  automatically or crashes when it does.

  Ubuntu 12.10
  gnome-screensaver 3.6.0-0ubuntu2

Gnome-screensaver should be started by default. I'm not sure why it
wasn't for you. I'm closing this bug, since you've figured out the
problem you were having.

Please feel free to reopen it if you can reliably reproduce this issue
in a default installation.
