This should definitely NOT be the case.
It should be possible to have endnotes on the same page as the end of the 
document, as it is the case with MS Word and Corel WordPerfect.

Better still, it should be possible to have endnotes at different places, for 
exemple if you have several articles and want endnotes for each.
This is possible with WordPerfect, apparently not with Word.

  3) What is expected to happen in Calc is open a blank document - type
  example - click Insert - Footnote/Endnote... - under Numbering
  click radio button Automatic - under Type click radio button Endnote
  - click button OK and an Endnote is inserted one line down from
  example, which one may click Enter on the keyboard, moving the Endnote
  one line down, as it does in Microsoft Office Professional Plus 2010
  Word Version 14.0.6023.1000 (32-bit).

  4) What happens instead is the Endnote is placed all the way at the
  bottom of the document, and is not movable via clicking Del on the
  keyboard.

  WORKAROUND: Use AbiWord.
