Over the last ten years there have been many changes in Ubuntu and a number of flavours have been added to the desktop environments available within the "Ubuntu" distribution. The workaround works but is buggy. Launch Chromium, maximize the window, then un-maximize. Notice the corrupt window no longer has the 3 button cluster at all. Click anywhere on the desktop, the window refreshes to normal. There have been several newer versions of Chromium since the original bug report. This is no longer a problem in Version 28.0.1500.71 Ubuntu 13.04 (28.0.1500.71-0ubuntu1.13.04.1).
