  There is a workaround in http://dev.deluge-torrent.org/ticket/2169 by
  patching deluge/ui/gtkui/addtorrentdialog.py to get around the gtk

  Also, until part of the torrent has downloaded in a default location
  the "move storage" item doesn't work, and then it takes 2 tries to
  move the torrent.

A fix was applied for #1041415 move storage issue in deluge
1.3.5-1ubuntu2 as it would not move the torrent under any circumstances
so this must be a new bug.
