Title:
Tab UI – Strange and inconsistent behavior

Status in GNOME Terminal:
  New
Status in “unity” package in Ubuntu:
  Invalid

Bug description:
Description: Ubuntu Raring Ringtail (development branch)
  Release: 13.04

  How it should be:
When clicking on tabs they shouldn't move or resize but indicate that they
are selected (like Firefox tabs).

  Problem:
When single clicking on a tab the way the tab visually reacts is strange.
Some times the tab gets just selected, some times it highlights the tab area
with an orange box (see attached video). If this orange focus is once active,
clicking on another tab, the orange focus appears there too. Also the UI feels
broken because changing focus leads to moving UI elements / the text of the
tabs moves and is no longer at the same position.

  Applications affected:
  Nautilus
  Gedit
  Gnome Terminal
