Running latest 13.10 daily. This appears to be a very simple bug in gnome-settings-center where the Never option is plain broken. The behavior is easy to verify by using dconf-editor. Setting theTurn screen off when inactive for: variable to any of the other options updates a variable called idle-delay in gnome::desktop::session. Selecting 10 minutes, for example, sets the value to 600. An hour to 3600. Selecting Never doesn't change the variable. Manually changing the idle-delay value to 0 results in the expected Never behavior. Presumably, this is what the Never option should do, although disabling the gnome::desktop::screensaver::idle-activation-enabled bool would accomplish the same thing. This appears fixed (in that the idle-delay is correctly set) after applying today's updates to 13.10 daily. The combobox still does defaults to showing Never. That is, selecting Never now changes the idle-delay value to 0, as expected. The patch set contained updates to gnome-control-center (3.6.3-0ubuntu37) as well as gnome-settings-daemon (3.8.5-0ubuntu3). This was still causing issues.
