For any other n00bs like me tearing their hair out, here's a workaround:

cd /etc/NetworkManager/system-connections
rm -rf *
sudo service network-manager restart

Additionally, if I select a network that I've deleted, I get the
following error:

Connection activation failed
(32) Connection could not be found.

Interestingly, these dialog boxes pop up *behind* my other windows.
