I'm not sure if the numbering should be stable or not, but it feels like
the display capplet should not rely on them. Closing for the driver
though unless otherwise proven.

  I'm using a EliteBook Folio 9470 (Intel QM77 chipset with Intel HD
  Graphics 4000) and initially installed 13.04 beta2.

  I used to work with 2 external monitors plugged in (one via VGA and
  the other one using a HP-DisplayPort-To-HDMI-adapter).

  Everything worked properly (both displays using 1920x1080 resolution, laptop 
lid closed); I used this config the last time on 2013-04-26. Some package 
upgrades were performed in the meantime (I guess including the final release) 
and this morning when trying to boot in this configuration again, the second 
external monitor (via display port) is not recognized anymore.
  The first external monitor (VGA) is still recognized and working as expected.

I don't think it's a problem of numbering: the display port-device is
not recognized at all in the first (not-working) case.

After using the laptop without the second external monitor yesterday,
today it suddenly worked again with both external monitors!
