My system was already up-to-date, but the avahi-daemon package was not 
installed.
After installing it, the issue is fixed.

  Lubuntu 13.04 freshly installed.

  Installed drivers for my Epson printer.

  Went into the System - Printer menu, but I had no way to add my
  printer (a message says that CUPS service is not started).

   WORKAROUND:
  After searching on forums, I found the sudo service cups restart command , 
which gave me the following output:
  stop: Unknown instance: 
  cups start/running, process 4311

  Then I restarted the System - Printer menu. The error message had 
disappeared, and I could add my printer.

Please test the proposed fix for bug 1133794, following the instructions
in comment #26 there, but with cups 1.6.2-1ubuntu7 as described in
comment #27. We need testing feedback from a user to be able to make
this fix an official update.

The fix is to make the cups package depend on avahi-daemon a and so
installing or updating cups will install avahi-daemon if avahi-daemon is
not installed. If you try to uninstall avahi-daemon after installing the
proposed cups package you will be told tyhat you have to uninstall cups,
too.

Please do a full system update, this should pull in the avahi-daemon
package and make the avahi-daemon running. With this CUPS will also
work.

To do the update use either update-manager or run the commands:

sudo apt-get update
sudo apt-get dist-upgrade

If this does not work, run

sudo apt-get install avahi-daemon

Bug description:
  Lubuntu 13.04 freshly installed.

  Installed drivers for my Epson printer.

  Went into the System - Printer menu, but I had no way to add my
  printer (a message says that CUPS service is not started).

   WORKAROUND:
  After searching on forums, I found the sudo service cups restart command , 
which gave me the following output:
  stop: Unknown instance: 
  cups start/running, process 4311

  Then I restarted the System - Printer menu. The error message had 
disappeared, and I could add my printer.
