Public bug reported: In Ubuntu 13.10, there is no way to configure how the wallpaper is placed -- i.e. whether a wallpaper with a different resolution to the screen should be cropped, streched, centered, etc.
This option is missing from both System Settings and from the Unity Tweak Tool.
