Unity's panel still has a menu when the document viewer is focused, but that basically doesn't hold any entries at all. The non-tech people I'm supporting with their Ubuntu machines are struggling with this a lot. For example they constantly fail to find how to print the viewed PDF file, just searching the menu bar for a print entry.
