And I finally worked through the other steps to get an error_log (though
the CUPS interface still says it's "Not found"), which I've attached.

I was working trying to get a print from about 11:00 to 11:19 in the
log.

Attempting to turn on logging per step one, yields this:

CUPS Server error
There was an HTTP error: Not found.

Went to localhost:631/admin and "Save debugging information for
troubleshooting" was checked.  Hitting the "View error log" button then
also yields "Not found".

So, I ran the system-config-printer troubleshooter which netted the
attached.  Have several other versions, as well, printing from GIMP,
from GIMP through gutenprint, and printing the test page, if they're of
any help.

And spoke too soon, I guess.  Tried printing and it would never finish
processing and get to the printer.  CUPS job state says:

processing since
Thu 14 Aug 2014 08:52:20 PM CDT 
"Rendering completed"

...but doesn't go any further after several minutes.

lpinfo -v does display:

direct
gutenprint52+usb://Canon/SELPHY+CP400?serial=NONE_UNKNOWN&backend=canonselphy

This was the printer I had left set up after performing your Step 2 of
renaming without the + sign.  So, I tried deleting that printer,
reversing the renaming to again include the plus sign and readding it
through cups.  Same result, no print after 15 minutes.

So, just for kicks, I restarted the computer and tried printing again.
This time all the job state says is:

pending since
Thu 14 Aug 2014 09:20:57 PM CDT 

...and still never prints.

Well, sheesh.  I had tried adding the printer in the cups interface, but
no matter what I did, it wouldn't accept my password.  This time, I got
right in and added the printer, no problem.

After adding it in the cups interface, I deleted it and tried adding it
through system-config-printer and got the same error as before.

I then did your Step 2 and was able to set up the printer with system-
config-printer just fine.

So, both your methods worked and this is resolved.  Let me know if
there's anything else you need from me.

I think cups 1.7.2-0ubuntu1.1 has trouble handling the '+' in the uri-scheme 
(system-config-printer doesn't accept it in the device-URI text field either), 
in a terminal:
lpadmin -p cp400 -v 
'gutenprint52+usb://Canon/SELPHY+CP400?serial=NONE_UNKNOWN&backend=canonselphy'
lpadmin: Bad device-uri scheme "gutenprint52+usb".

1) Try setting up your printer in the cups webinterface: 
http://localhost:631/admin > Add Printer
Is the gutenprint52+usb option listed there (your lpinfo -v info shows it)?

2) Probably the easiest workaround is to rename 
/usr/lib/cups/backend/gutenprint52+usb to just gutenprint52:
In a terminal:
sudo mv /usr/lib/cups/backend/gutenprint52+usb 
/usr/lib/cups/backend/gutenprint52usb
lpinfo -v
Does step 1 list the gutenprint52usb option now?
Now it should also be possible to set up your printer with 
system-config-printer.

These are the exact steps performed during system-config-printer
--debug:

After running the command, I'm presented with the Printers - localhost box.
I clicked the Add button
I selected "Canon CP400(NONE_UNKNOWN&backend=canonselphy)" from the Devices list
I clicked the Forward button which presents the "Searching for drivers" box
I'm presented with the "New Printer" box which asks for the Printer Name, 
Description and Location, all of which are filled in
I click the Apply button
I'm immediately presented with the CUPS server error

Normally this printer should automatically get set up with the SELPHY CP400 
gutenprint driver.
Please provide the following information:

Can you also provide the exact steps how to reproduce the bug in 
system-config-printer and also some debugging output.
Please open a terminal window and run the command: system-config-printer 
--debug 2>&1 | tee log.txt
Please do the steps which lead to the problem and tell us here what exactly you 
did. After that attach the file log.txt to this bug report. Do not compress the 
file.

So, today, when I opened Printers, the Canon-CP400-2 printer was there,
again with the vertical = sign.  I opened the Properties of the printer
which displays this in the Settings:

Make and Model:  Local Raw Printer
Printer State:Stopped
