I see that the original bug was reported 18-02-2016. The title on this bug here 
speaks about "Restart and Install" whereas the issue in our case, the button 
has "Restart & Update".
Also, the status of this bug is "Fix released" (March 2016)

Summarising I think I should raise a new bug for this, as it seems to be
a new issue unrelated to the issue reported in this bug.

Bug description:
  On the updates tab there is a button "Restart & Install" button which
  performs an offline update of the system (i.e. restarts and installs
  updates outside of a session). Is this an appropriate option for
  Ubuntu? Does it work? Should there be an "Update All" button instead
  that updates everything inside the session? Or do we just leave this
  to update-manager and just allow users to update individual apps from
  GNOME Software?

When there are updates on the software center, I have the "restart and update" 
button, but when I click on it, I reboot the system but nothing is updated.
I expect an update button, without restarting the system.
