ISSUE:

The height of the header bar changes depending on which button/view is selected.
The "Processes" header bar is higher than the "Resources" or "File Systems" 
header bar.
The "Processes" header bar has a gap below the buttons, but the "Resources" and 
"File Systems" header bars do not have a gap below the buttons.

DESIRED BEHAVIOR:

The height of the header bar should remain consistent, regardless of
which button/view is selected.  Preferably, the "Resources" or "File
Systems" header bars should have the same height as the "Processes"
header bar, with a gap below the buttons.
