  Can't set Ctrl+Shift (and many other key combinations) as a shortcut
  in new and shiny Ubuntu 17.10. Nothing happens when I press these

Alright. I understand why software wouldn't support such combos by
default. Because both keys are modifiers and not normal keys.

That said, with more work it is usually possible to make software
respond to modifier taps, as we have done in Unity before.

Xorg either in Bionic

I can't check because I already uninstalled 17.10 and will not install
it ever again. As far as I remember, installing nvidia drivers switched
to Xorg automatically, and I still couldn't assign Ctrl+Shift shortcut.
I was able to assign it when I installed Unity on 17.10, but there still
was an issue. Ctrl+Shift worked, but it made Ctrl+Shift+C and other
shortcuts like that stop working. I am on 16.04 now and everything works
just perfect.

Try selecting "Ubuntu on Xorg" at the login screen. Does that change
your ability to set the shortcut later?
