Ubuntu 18.04, latest Firefox as of today, always opens up maximized. For what it's worth, it does not happen with any other apps *with the exception* of Chromium and Chrome, which both open maximized. If the Firefox windows is larger than some limit when closed, it will open in full-screen mode next time it is opened.
