Running 17.10 with the old unity does not have this problem So I guess this bug may be a problem with gnome-shell rather than evolution - something is making it ping the main application window to the front. For GNOME 3.26 and Evolution 3.26 under Wayland this could have been https://bugzilla.gnome.org/show_bug.cgi?id=780820 . This should be fixed in mutter 3.28 and was not an issue in Evolution itself. Same issue, Ubuntu 17.10 with upstream vanilla GNOME shell and Evo 3.26.1-1 - when opened from the message window, the composer window is opening behind the main suite window.
