I'm running Xubuntu; I first encountered the issue in 16.04, and
upgraded to 17.04 just in case that would solve the issue.

This seems application-specific; sound in desktop apps is just fine, but
web videos' sound (e.g. youtube) is always heavily distorted. After much
googling, the only thing that seemed to help a little was to tweak the
PCM volume level in alsa-mixer... it didn't fix the issue, but it did
make human speech in videos at least intelligible. On a related note,
any attempt to change the system-wide volume immediately reset the PCM
setting (usability issue!).
