I have tried it: totem in lxqt works, parole in budgie works too, but totem in budgie fails. It is a problem from totem in budgie. In journalctl -b is the same error message regarding totem. So, now I have additionally installed lxqt and I can say, it ist definitly a problem in budgie! Why ever. In lxqt totem plays the video perfect. Then it looks like a libglib2.0-0 error, which is totem dependency. Maybe related to your hardware/mem. Checking the totem settings, via dconf (dconf-editor), all the options here are 'off' except the first one 'autoload-chapters' (org.gnome.totem) Note: #4 expose glib error, but #6 says no error !!!
