Just needed to:

$ sudo apt install gstreamer1.0-plugins-bad


I'm not sure why this isn't included in the restricted-extras or libdvd-pkg 
depends?

Yes, MPV and VLC are standalone apps that probably will work. This bug

I don't think this would be a regression. I don't think we've never been
allowed to ship the required components for DVD video payback, which
implies that it probably never worked out of the box in previous
releases either. And it seems the instructions for how to get it working
have changed over the years so I don't know what works right now...

  sudo apt install libdvd-pkg

depends on *-addons) _is_ installed. I also ensured that all other
dependencies are installed according to:

I wouldn't be surprised if MPEG-2 support was missing by default due to
licensing/patent restrictions.

Please try this command:

  sudo apt install ubuntu-restricted-addons

and tell us if it improves the situation.

Bug description:
  Successful installation of libdvd-pkg and dpkg-reconfigure,
  afterwards, to complete compilation.

  Inserted known-good DVD and clicked on "Open in Videos" which launched
  the Totem player.

  Error msg:  "Unable to play the file, DVD source is required, but is
  not installed."

  DVD will play normally in VLC player after installation on same
  machine.
