Public bug reported:

German/Polish spell checker is not available in the email editor.  The only 
language to be chosen from context menu is English.
German and polish locale and thunderbird plugins are installed but apparently 
not active.

As a reference: spell checking in firefox is available for many variants
of English, German and Polish.
