Ctrl+Alt+Tab has a "Desktop" option in bionic, but it's missing in focal. Ctrl+Alt+Tab doesn't offer a "Desktop" option in focal. Probably because there's no reason for it without the extension loaded. The intended design to begin keyboard navigation of the panel is Super+F10. This seems to work in 18.04 but not in 20.04.
