  Test Case
  -
  1. sudo apt install devhelp libgtk-3-doc
  2. Open devhelp and click the GTK+ 3 Reference Manual link in the left 
sidebar.
  3. The manual should show in the main view area.

  What Happens
  
  The main viewing area stays blank.

  Other Info
  --
  I manually installed webkit2gtk from Ubuntu 21.04 and Devhelp worked normally 
again.
  The Epiphany web browser works fine with the broken webkit2gtk version.
  Ubuntu's packaging diverges slightly from Debian's. The changelog mentions 
some dependency changes and disabling lto.
  I haven't done any further investigation.

The Debian bug suggests it's due to user config and moving
~/.local/share/mime away workaround the issue, lowering the importance
since it's not impacting most users
