Cheese does work in Debian 12.2 Bookworm also.
So this appears to a Debian issue.

  3.cheese should display an image from laptop camera after being opened.
  4.The error has reproduced by me on this hardware at least 4 times.
  When opening the cheese app no image is displayed until closing and reopening 
the app at least 3 times. The cheese app works as expected in both Ubuntu 18.04 
and Ubuntu 20.04.

I do not own a HP Elite Dragonfly  13.5 inch G3 Notebook PC so I did not

I installed Ubuntu 22.10 on a liveusb then installed webcamoid using apt. I
then logged out then logged back in then webcamoid worked.

Dear Warren,
I just bought a HP Elite Dragonfly G3 and I of course ran into this problem 
with cam. I have tried to install webcamoid but it didn't work!
Ubuntu 22.10
Did I miss something?

  3.cheese should display an image from laptop camera after being opened.
  4.The error has reproduced by me on this hardware at least 4 times.
  When opening the cheese app no image is displayed until closing and reopening 
the app at least 3 times. The cheese app works as expected in both Ubuntu 18.04 
and Ubuntu 20.04.

Ubuntu 20.04 was the last version of Ubuntu desktop that Cheese worked as 
expected.
AlmaLinux 9.1 Cheese works as expected.
Fedora 36  Cheese works as expected.
