Google revoked access to the sync functionality to anything that's not
Chrome on March 15th this year. This was discussed at length here:
https://discourse.ubuntu.com/t/future-of-chromium-in-ubuntu-with-google-
blocking-sync/20567.

Patching the UI to make this clearer is out of the packaging scope I'm
afraid. You could try suggesting this as an upstream bug
(https://bugs.chromium.org/p/chromium/issues/entry).

Title:
Profile menu doesn't allow you to sign in

Status in chromium-browser package in Ubuntu:
  Won't Fix

Bug description:
The profile menu in Chromium apparently has had the sign in
functionality disabled. When clicking "Add", Chrome takes you to a
sign in page. Chromium has you create/modify profile locally.

I presume this is Google specific code that can't be open sourced. If
that's the case, the UI should make it clear that the sync
functionality isn't available in Chromium - otherwise it looks like a
bug to anybody vaguely familiar with Chrome's sync (which after all is
typically used once in the lifetime of a browser install).
