  Welcome To Ubuntu application not in specified language after
  installing offline.

Status in gnome-initial-setup package in Ubuntu:
  New

Bug description:
  I installed in swedish with no internet connection, and after the install 
completed and rebooted, everything was in swedish except the Welcome To Ubuntu 
application. This is not the case with an installation with internet access.
