So apparently selecting language (e.g. at login) sets the one but not the other I was finally able to fix it by adding export LANGUAGE=en_US.utf8 to .profile in my home dir. Took quite a while to find this. For the case you are still using Ubuntu 10.04, you may want to try backported language-selector and gdm packages that ought to fix the described behavior. I assume you used language-selector for this, i. e. Applications - Prefs - Languages ? You need to select both region and language there. LANGUAGE=en_US.utf8 is invalid, by the way.
