Title:
wrong keyboard language at keyboard indicator at screen lock login

Status in ubiquity package in Ubuntu:
  Confirmed
Status in unity-greeter package in Ubuntu:
  Confirmed

Bug description:
On a Ubuntu Lucid setup with two keyboard languages (Deu, USA)
and the current language (at time of screen lock) being German (Deu)
Language when attempting to login incorrectly indicates USA.
Keyboard actually in place is Deu, and this is proven when using a password
which has the letter 'Z' or 'Y' in it (as these letters are in different
positions in USA or Deu)
