I am seeing exactly the same symptoms but on Precise, which I think may be similar to bug #1045771 I don't know if it's a priority problem or not (I have tried renicing pulseaudio to -20 and it doesn't help). This is one of a very short list of problems I have with Ubuntu so I am on a crusade to try and get it noticed by some developers.
