That's not really a bug, the button is inactive because it doesn't work with the ubuntu packaging tools, it should perhaps be hidden rather than be unactivated. This might be related to the warning from the console: Error getting PackageKit transaction ID: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.PackageKit was not provided by any .service files.
