So, thanks for the suggestion, but I'm marking this as Won't Fix for the
reason I alluded to in my previous comment. We plan to order items by
number of users in a Most Downloaded section, because two distinct
ways of exposing interesting things is better than one. Once we do that,
Making Top Rated partly dependent on the number of users would make
the two sections unnecessarily similar. And the perfect is not the enemy
of the good here, because the hard part -- knowing the relative
popularity of each item -- would be the same level of difficulty for
either solution.
