Bug description:
  I have keyboard preferences to Allow different layouts for individual
  windows, and focus follows mouse. When I change keyboard layout
  while focused in some window, the panel keyboard indicator reflects
  this change (along with the LED when it is set to indicate layout).
  When I move the mouse to a different window that has different
  keyboard layout, changing the focus, the actual keyboard layout
  changes as it should, and the LED indication changes. But the layout
  indication in the panel stays the same, which is wrong.
