Ubuntu 13.10 x64 Unknown error occured while picking up weather data
with Indicator-Weather version 13.7.1 also affects me for the U.S.A.
Also unable to display current location details in drop down menu as
well as change locations. All worked fine prior to upgrade to 13.10 from
13.04.

Bug description:
  Indicator-weather applet 11.05.31 fails to fetch forecast for Moscow,
  Russia with the error mesage Unknown error occured while picking up
  weather data no matter which service (Google or Yahoo!) is selected.
  Early versions from PPA did not have this problem. It broke somewhere
  down the road and had not been fixed since. Forecast for Toronto,
  Ontario works fine. Other locations may be affected.

the same is on 13.7.1 now. 
there was everything ok a week ago, but during last week i have this message. 
the temperature in tray and dropdown menu is ok.
the version has not been changed. 
previous version(s) don't work for me at all (can't add location).
