Bug description:
  If you aren't connected to the Internet when you opt in to
  recommendations, the recommendations box disappears altogether until
  you're next online. We should instead keep it visible with an
  explanation.

  :
  "If you click “Turn On Recommendations” (or choose “View” > “Turn On
  Recommendations…” and confirm the same disclosure text in an alert),
  the button and caption should fade out. If there is no Internet
  connection, it should be replaced by the faded-in text
  “Recommendations will appear when next online.”."

The login box flashes up very breifly the fact that it can't
authenticate.  It would be good if we could have that displayed as the
reason why but in a user friendlier way,  also it might be worth
mentioning that the user may need to login again in order to utilise
reccommends service when they are next online.
