Public bug reported:

The Empathy Accounts manager doesn't open for managing accounts.

Often after the first time empathy is closed and reopened empathy
doesn't sign in and presents an error message saying:

"Error contacting the Account Manager
There was an error while trying to connect to the Telepathy Account Manager. 
The error was:

Did not receive a reply. Possible causes include: the remote application
did not send a reply, the message bus security policy blocked the reply,
the reply timeout expired, or the network connection was broken."

Also strange behaviour occurs when attempting to open chat windows,
sometimes slow, sometimes they won't open at all, these bugs seem
related as they started occurring at the same time, however I will
submit a separate report.

Steps to reproduce:

1) Log in
2) Open Empathy
3) Try to access "Edit > Accounts" or press F4
4) Nothing happens

Further steps for second open problem:

5) Quit empathy "Chat > Quit" or press Q
6) Open empathy again
7) Observe aforementioned error message.


Alternatively, running "empathy-accounts" from the terminal has the same 
problem, the command hangs, no output to the terminal, and after a while exits.
