 The routine to detect the maximum temporal overlap from an input array of OCW 
 datasets is included in CLI. I found out that this would be a useful routine 
 for other examples. First I added the routine to dataset_processor but later 
 I found out that this routine is more relevant to utils because its output is 
 not OCW.dataset.
