TBH, I don't know. Never looked into adminstrating Sonar myself - but it
likely also requires authentication via the ASF LDAP.

is current I should be one of the folks who can grant you access but you
need an ASF account to start with.

You need the necessary karma to configure Jenkins stuff. One of the PMCs
(or Gary) should be able to give that to you.
