AFAIK there are no rules to avoid students to contact Apache projects,
submit patches, participate in discussions etc.

It's probably a generic mail address that you're sending the emails to see if 
you can go on the apache.org website and maybe you can find contact emails that 
can get you in touch with the correct administrators to get this up and running
